How to Convert an Image to PDF

Convert an image to PDF online (any device)

An online converter is the quickest way to turn one image or many into a single PDF, and the only option that works the same on every device. imagetopdf.app runs in your browser, so your images are not uploaded.

1. Open the converter. Go to imagetopdf.app in any browser, on your phone or computer.
2. Select your images. Select images and choose one or more JPG, PNG, HEIC or WebP files. On a computer you can also drag them onto the page.
3. Arrange the pages. Each image becomes one page. Put the pages in order (drag them on a computer, or tap Reorder on a phone), rotate any that are sideways, and remove ones you don’t need.
4. Choose settings (optional). Keep Fit to image for pages shaped like your photos, or choose A4 or US Letter for printing. Pick Separate PDFs to get one PDF per image in a ZIP.
5. Create and download. Select Create PDF, then Download PDF. The file is saved to your Downloads folder.

On iPhone or iPad

Open imagetopdf.app in Safari, tap Select images, then Photo Library, and choose your photos. iPhone photos are usually HEIC, and they are converted automatically. The PDF is saved to the Files app, in Downloads. See converting images to PDF on iPhone for details.

Without a website, you can use the Files app:

1. Save the images to the Files app, then open the folder they’re in.
2. Tap More (•••), then Select, and choose the images.
3. Tap More (•••) again and choose Create PDF.

On Android

Use imagetopdf.app in Chrome, or print from Google Photos: open the photo, tap More (⋮), then Print. Set the printer to Save as PDF and tap the PDF button. This makes one PDF per photo; to combine several images into one PDF, use a converter.

On Windows

1. In File Explorer, select one or more images.
2. Right-click and choose Print. On Windows 11, it may be under Show more options.
3. Set the printer to Microsoft Print to PDF, choose a layout, and select Print.
4. Choose a name and folder for the PDF and select Save.

The print layouts can crop images to fill the page. To keep images whole, use a converter with Fit to image.

On Mac

1. In Finder, select the images.
2. Control-click and choose Quick Actions, then Create PDF.

The PDF appears in the same folder, with pages in the order of the file names. To change the order or page size, open the images in Preview, drag the thumbnails into order, then choose File › Print › Save as PDF.

Tips for a better PDF

• Page size. Fit to image gives each page the exact shape of its image. Choose A4 or US Letter if you’ll print it or a form asks for a standard size.
• File size. If the PDF is too large to email, choose Balanced or Smaller file quality. Balanced keeps text sharp at about half the size.
• Sideways scans. Rotate pages before creating the PDF, so they read the right way up on every device.
• Many images. To get one PDF per image instead of one combined file, choose Separate PDFs and download a ZIP.
